Role Context
The Project Engineer - Construction Execution will provide technical and project management support across assigned engineering and construction works, with primary accountability during construction and commissioning phases. This position ensures that contractor activities, site logistics, field coordination, construction documentation, commissioning readiness, punch list closure, and mechanical completion requirements are managed with discipline and transparency. The role directly contributes to safer site execution, smoother project delivery, stronger contractor performance, reduced interface issues, and timely handover of Oil and Energy assets and facilities.

Key Responsibilities
  • Supervise and provide technical support on project management activities with a primary focus on construction, commissioning, and site execution.
  • Support assigned projects from concept and engineering development through construction, commissioning, closeout, and final handover.
  • Ensure assigned projects are completed in line with approved safety, quality, schedule, cost, technical, and regulatory requirements.
  • Provide professional input in contractor selection, construction planning, site management, field coordination, logistics, and contractor performance monitoring.
  • Lead day‑to‑day site coordination and ensure construction activities are executed according to approved project plans, procedures, and work methods.
  • Contribute to the development of detailed statement of requirements and implementation strategy for FEED, detailed engineering, construction, and commissioning phases.
  • Participate in the preparation and development of tender documents for engineering consultants, PMC contractors, EPC contractors, and other project service providers.
  • Review contractor documentation and consolidate comments from concerned stakeholders before issuing coordinated responses to contractors.
  • Resolve conflicting technical or project comments to ensure contractor documentation is submitted in the required format and within agreed timelines.
  • Lead and supervise assigned specialists during engineering and construction phases to ensure timely technical input and effective site support.
  • Monitor work progress by licensors, engineering contractors, and EPC contractors, with special focus on construction and commissioning progress.
  • Identify productivity constraints, interface issues, sequencing risks, site bottlenecks, and schedule threats that may affect project completion.
  • Drive corrective and recovery actions in coordination with planning teams, site teams, contractors, and relevant discipline specialists.
  • Review contractor subcontracting strategies, subcontractor pre‑qualification plans, and construction execution arrangements.
  • Ensure contractor strategies, specifications, methods, plans, and procedures are aligned with approved scope of work, technical specifications, project requirements, and company standards.
  • Promote the use of suitable modern technology in equipment selection, material selection, systems, work methods, testing, and project execution.
  • Ensure value‑added construction strategies, plans, specifications, procedures, and methods are applied throughout assigned projects to support cost effectiveness.
  • Demonstrate visible site HSE leadership and ensure safe work methods, procedures, installation practices, and site execution controls are applied.
  • Review site safety audit plans and lead the team in implementing site safety audit activities during construction and commissioning.
  • Review contractor organization plans for construction and commissioning to confirm adequate manpower, capability, supervision, and execution readiness.
  • Review and coordinate contractor pre‑commissioning and commissioning procedures, plans, schedules, and field activities.
  • Review contractor invoices and monitor contract costs in coordination with cost services and project controls teams.
  • Evaluate cost trends, identify cost concerns, and advise management when corrective action or escalation is required.
  • Monitor and manage project completion punch lists to ensure open items are tracked, prioritized, closed, and accepted.
  • Validate mechanical completion readiness and ensure construction and commissioning activities are completed and accepted before provisional acceptance certificate release.
  • Coordinate with operations, engineering, HSE, planning, project controls, contractors, consultants, licensors, and commissioning teams to ensure smooth project execution.
  • Support closeout activities by ensuring final documentation, completion records, contractor deliverables, and project handover requirements are properly completed.
Ideal Profile
  • Bachelor Degree in Engineering.
  • Minimum 8 years of experience in engineering, project execution, construction management, commissioning support, or multi‑disciplinary project delivery.
  • Strong exposure to design of assets and facilities, preparation of design packages, construction packages, and site execution requirements.
  • Experience in the Oil and Energy industry is preferred, especially in gas extraction, gas processing, refinery, petrochemical, upstream, downstream, or major industrial facilities.
  • Good knowledge of gas extraction and processing plant operations, production engineering principles, and project management practices.
  • Strong understanding of engineering concepts, construction methods, commissioning readiness, mechanical completion, and project handover requirements.
  • Experience reviewing EPC contractor documentation, tender documents, subcontracting strategies, site procedures, and construction execution plans.
  • Ability to monitor contractor performance, identify schedule bottlenecks, manage interface constraints, and support recovery planning.
  • Knowledge of applicable legislation, regulations, standards, and compliance requirements relevant to Oil and Energy project execution.
  • Strong understanding of HSE principles and their practical application in construction and commissioning environments.
  • Ability to lead site safety audit implementation and demonstrate visible HSE leadership during project execution.
  • Skilled in cost monitoring, invoice review, contract coordination, punch list management, and completion readiness tracking.
  • Strong coordination skills with the ability to work across engineering, operations, HSE, planning, commissioning, contractors, consultants, and project management teams.
  • Professional project management qualification such as PMP is preferred.
