Job summary

Brownsville Public Utilities Board seeks an executive-level manager to define and drive operational strategies for the Water/Wastewater Operations Division. You will develop, implement, and communicate programs across departments, ensuring policy alignment and regulatory compliance.

The role requires extensive public utility experience, strong leadership, and the ability to manage budgets, prepare reports, and present findings to Executive Management. Travel may be required.

Qualifications

  • Bachelor’s degree in an applicable engineering discipline or closely related field.
  • Ten years of progressively responsible experience in Water/Wastewater Operations, Public Utilities, or Municipal Administration, including at least five years in a management capacity.
  • Requires a valid Texas Driver License.
  • Master’s degree and Civil Engineering specialization preferred.
  • Professional Engineer licensure in Texas preferred.

Responsibilities

  • Plans, organizes, directs, and guides execution of strategies, processes, programs for W/WW Ops.
  • Oversees budgeting for assigned departments and prepares regulatory reports.
  • Advises Executive Management and represents BPUB with state and local agencies.
  • Develops administrative standards and oversees program implementation and evaluation.
  • Monitors program impact and recommends optimizations and resource allocation.

Education

Bachelor’s degree in an applicable engineering discipline or closely related field
Licensed as a Professional Engineer in the State of Texas
