Job summary

Metropolitan Transportation Authority (MTA) in New York City seeks a Vice President, Program Executive to lead commercial management for Construction & Development Delivery Services Office. This role oversees budgeting, contract management, and cross-departmental program policies to ensure on-time, on-budget delivery of complex capital projects.

The position requires a Bachelor's degree in a related field and at least 16 years in program management or leadership roles within large organizations.

Qualifications

• Bachelor’s degree is required in a relevant field.
• 16+ years of related experience.
• 10+ years in a management or supervisory role and/or Program/Project Manager role in a large, multi-faceted organization.

Responsibilities

• Develop and implement a C&D-wide commercial management system.
• Provide vision and leadership for creating and implementing an agency-wide enterprise solution for informed decision-making.
• Provide vision and leadership for cross-departmental capital program management policies, procedures, and processes.
• Oversee control activities for budgeting, cost control, scheduling, risk management, and contract management.
• Monitor actual project performance; forecast claims; negotiate and resolve claims/disputes; process change orders and payments; monitor recovery plans.
• Oversee contract procurement schedule and process; ensure contract deliverables; ensure compliance with contractual commitments; track deadlines.
• Ensure invoices and charges are reviewed and charged per established procedures.
• Coordinate funding with Development and Contracts departments to avoid impediments to progress.
• Interface with executive leadership, staff, contractors, and stakeholders on program activities.
• Manage document control and retention; prepare reports, presentations, and studies.
• Manage staff selection, coaching, development, evaluation, and discipline as needed.
