Job summary

Metropolitan Transportation Authority in New York is seeking a Vice President, Program Executive in the Delivery Services Office to lead the program management and commercial control functions for major capital projects. Qualifications

• Bachelor’s degree in Engineering, Architecture, Construction or related field.
• Minimum 16 years of related experience.
• Minimum 10 years in a management or supervisory role within a large organization.
• Licensed Professional Engineer or Registered Architect desirable.
• PMP and CCM certifications are preferred.
• Substantial experience leading major construction programs and managing contractors.
• Excellent communication and interpersonal skills.
• Ability to lead in a high‑pressure environment with a focus on results and continuous improvement.

Responsibilities

• Develop and implement a C&D-wide commercial management system.
• Provide vision for an agency-wide enterprise solution for informed decisions.
• Lead cross‑departmental capital program management policies, procedures, and processes.
• Oversee control activities including budgeting, cost control, scheduling, risk management, and contract management.
• Monitor project performance, resolve claims, and manage change orders and payments.
• Oversee contract procurement schedules and ensure compliance with contractual commitments.
• Coordinate with Development and Contracts departments to align funding and procurement.
• Manage staff selection, coaching, training, and performance evaluation.
• Identify issues and risks and drive timely resolution and mitigation.
• Coordinate program activities with leadership, staff, contractors, and stakeholders.
• Maintain comprehensive document control and reporting.
