A growing telecommunications and infrastructure organization is seeking an accomplished Vice President of Engineering & Construction to oversee large‑scale fiber network expansion initiatives. This executive will lead strategic planning, engineering, construction, and operational optimization of multi‑year capital programs for new network builds.

This role is ideal for a senior leader experienced in scaling high‑volume fiber construction programs, driving operational excellence, building high‑performance teams, and managing large capital budgets in fast‑moving, growth‑oriented environments.

Role Overview

The Vice President of Engineering & Construction will serve as the executive owner of all engineering and construction activities related to expanding the company’s fiber network footprint. This includes translating long‑range growth strategies into capital‑efficient execution plans, overseeing all OSP engineering and construction functions, and leading a large technical workforce and contractor ecosystem.

The leader in this role will define and implement scalable operating models to support increasing build volumes while maintaining strict performance standards for safety, cost, quality, and cycle time.

Key Areas of Responsibility

Program Direction & Strategic Leadership

• Lead long‑range and annual planning for fiber network expansion programs.
• Convert strategic objectives into executable build plans, production forecasts, and capital deployment strategies.
• Oversee capital programs exceeding $150M annually, with attention to cost‑per‑passing performance and project timing.

Engineering & Construction Operations

• Direct all Outside Plant (OSP) Engineering & Construction functions, including permitting, materials, construction, field operations, and restoration.
• Implement and refine operational processes to improve productivity, quality, and efficiency across internal teams and external partners.
• Establish clear KPIs, reporting mechanisms, and a disciplined operating cadence to ensure program performance.

Team & Organizational Leadership

• Design and optimize organizational structures, contractor models, and processes to enable long‑term scalability.
• Recruit, develop, and retain high‑performing leaders and technical teams.
• Champion a culture of accountability, transparency, and continuous improvement..

Partnerships & Cross‑Functional Alignment

• Manage vendor and contractor relationships, including performance standards, contract structures, and incentives.
• Collaborate closely with network planning, finance, operations, legal, and commercial teams to align execution with company priorities.

Required Background

• Demonstrated success driving FTTH or major OSP construction programs at scale (improved homes passed, cost‑per‑passing, cycle time, etc.).
• Strong financial management capabilities, particularly related to capital projects.
• Proven ability to lead through metrics, structure, and disciplined execution.
• Deep familiarity with contemporary fiber construction practices and methodologies.
• Executive‑level communication skills and presence.
