Qualifications

• Bachelor’s degree in engineering, construction management, business, or a related technical field.
• 10+ years in OSP engineering and/or construction with increasing leadership responsibility.
• 5+ years managing large teams and contractor networks within capital-intensive environments.
• Proven success delivering FTTH or major OSP construction programs at scale.
• Strong financial management capabilities for capital projects.
• Executive-level communication skills and presence.
• Deep familiarity with contemporary fiber construction practices and methodologies.
• Demonstrated ability to lead through metrics, structure, and disciplined execution.

Responsibilities

• Lead long-range and annual planning for fiber network expansion programs.
• Translate strategic objectives into executable build plans, production forecasts, and capital deployment strategies.
• Oversee capital programs exceeding $150M annually, with attention to cost-per-passing and project timing.
• Direct all OSP engineering & construction functions, including permitting, materials, construction, field operations, and restoration.
• Establish KPIs, reporting mechanisms, and a disciplined operating cadence to ensure program performance.
• Recruit, develop, and retain high-performing leaders and technical teams.
• Collaborate with network planning, finance, operations, legal, and commercial teams to align execution with priorities.
• Champion safety, quality, and cost-control across programs.
