Job summary

VOA Illinois seeks a Program Manager for the Homeless Veteran Reintegration Program (HVRP) in Chicago, IL. This full-time exempt role pays $52,000–$62,400 annually, with on-site work eligibility for hybrid after 180 days.

You will lead three Employment Coordinators, oversee operations, ensure compliance and outcomes, and build partnerships with workforce and veteran-serving organizations.

Qualifications

• Bachelor's degree from an accredited college or university.
• Minimum of four (4) years of professional experience in social services, workforce development, human services or a related field.
• Demonstrated experience providing program or operational oversight.
• Experience supervising, coaching and or supporting staff.
• Strong organizational, communication and interpersonal skills.

Responsibilities

• Oversee daily operations and drive launch, implementation, and continuous improvement of the HVRP.
• Lead a team of Employment Coordinators, establish workflows, ensure high-quality service delivery.
• Build partnerships with workforce agencies and veteran-serving organizations while monitoring performance and compliance.
• Staff training and development, data and reporting oversight, problem-solving operational challenges, and documentation.
