Job summary

Theuniversityunion is seeking a Program Manager to lead the daily operations of the Gulf Coast HVRP, serving veterans in Mobile and Baldwin Counties. The role oversees compliance, reporting, and staff supervision to ensure high-quality employment, training, and case management services.

Responsibilities include building employer relationships, guiding staff, tracking enrollment and placement goals, and providing direct employment services.

Qualifications

• Bachelor's degree required; relevant experience in workforce development, case management, or veteran services preferred.
• Experience managing federal or state grant-funded programs, including reporting and compliance, preferred.
• Strong organizational and supervisory skills; self-motivated.
• Excellent teamwork and relationship-building with employers and community partners.
• Good driving record; willing to drive personal vehicle for local/regional travel; mileage reimbursement provided.

Responsibilities

• Oversee day-to-day operations of the HVRP program, including reporting and compliance with DOL/VETS requirements.
• Establish and maintain relationships with potential employers, workforce development agencies, and training partners to identify job placements and training opportunities.
• Supervise the employment specialist and outreach worker, guiding case management and participant engagement.
• Monitor progress toward enrollment, training completion, and placement targets; adjust strategies as needed.
• Provide direct employment services to participants, including employer engagement and program marketing.
• Travel to the Birmingham office for monthly compliance meetings.
• Ensure accurate data entry into VOPAR and track participant outcomes through 12 months post-exit.
• Visit at least four new employers per month to establish relationships for opportunities.
• Document all services in a timely, complete, and clinically appropriate manner.
• Perform other duties as assigned by leadership.
