Job summary

The Town of Herndon is seeking a Utility Equipment Operator III (Streets) to operate medium to heavy asphalt and related equipment for ongoing street maintenance in Herndon, VA. • Must obtain both VDOT flagger certification and forklift operator license within six months of employment with the town.

Responsibilities

• Operates a variety of heavy equipment for street maintenance, including asphalt paver, roller, backhoe, and related machinery.
• Serve as lead worker on job sites and coordinate activities.
• Repair potholes, signs, fences, and roads; construct asphalt repairs and lay gravel.
• Service and perform minor repairs to equipment; transport equipment as needed.
• Shovel asphalt patches and inspect subcontractor paving.
• Set up detours and signs for detours and special events; coordinate with subcontractors.
• Lay brick for sidewalks and crosswalks.
• Set up and break down safe work zones; flag traffic during maintenance.
• Perform snow and ice removal as needed.
• May act as division supervisor in supervisor’s absence; assist in cleanup after traffic accidents.

UTILITY EQUIPMENT OPERATOR III (STREETS)

The purpose of this position is to operate medium to heavy specialized asphalt and other heavy equipment to perform street maintenance and repair within the town. Employees in this classification are responsible for preparing and maintaining work records and minor repairs to equipment. This is a lead position and will support the supervisor and assistant supervisor as needed and may oversee Operation and Maintenance (O&M) projects.

Duties and Responsibilities:

1. Operates a variety of varied-purpose equipment used for street maintenance, such as but not limited to asphalt paver, asphalt lute, asphalt roller, backhoe, loader, bobcat, street sweeper, dump truck, front-end loader, milling machine, axle and tandem, leaf truck and snow removal equipment.
2. May serve as lead worker on job sites; provides instructions and coordinates activities.
3. Repairs, within town limits, potholes, signs, fences, and roads; constructs asphalt repairs; spreads gravel and stone.
4. Services and completes minor repairs to equipment; transports equipment as needed.
5. Shovels asphalt patches before re-paving; inspects asphalt laid by subcontractors.
6. Lays out, measures and prints signs for detours and special events within the town.
7. Works with subcontractors to measure streets being repaved or repaired.
8. Lays brick for sidewalks, crosswalks, and other walks.
9. Sets up safe work zones according to standards; flags traffic during road and rights-of-way maintenance.
10. Sets up and breaks down for town special events; works at town special events.
11. Performs snow and ice removal as needed.
12. May act as and perform duties of division supervisor in supervisor’s absence.
13. Assists in cleanup when traffic accidents occur.

Position is considered “essential personnel”; defined as staff who are required to report to their designated work location during weather-related or other emergencies, even when town offices are closed or normal operations are suspended.

Requirements:

• High school diploma or GED required
• Supplemented by vocational/technical training in asphalt repair and quality control
• Supplemented by a minimum of three years’ experience or training involving heavy equipment
• Experience as a crew lead highly desirable
• Local municipality public works experience strongly preferred
• Valid Class A Commercial driver’s license with air brake endorsement and acceptable record, or ability to obtain within one year of employment.
• Possession of tanker endorsement, or ability to obtain within six months of employment or after CDL obtained, which is sooner.
• Must be able to obtain both VDOT flagger certification and forklift operator license within six months of employment with the town.

Duties involve the ability to exert heavy, physical effort, and involves some lifting, carrying, pushing, climbing, crouching, balancing, stooping, kneeling, crawling up to approximately 100 pounds. Duties may also require coordinated movements to operate different types of equipment and vehicles. Duties may also require adequate visual perception, as well as adequate oral communications abilities.

Duties may risk exposure to adverse, environmental conditions such as dirt, dust, pollen, odors, animal pests, wetness, humidity, rain, fumes, temperature and noise extremes, loud machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease and pathogenic substances.
