Job description

Performs difficult skilled trades work supervising and participating in the work of a maintenance, repair, and construction crew, operating construction and maintenance equipment, coordinating equipment and material use, and related work as apparent or assigned. Work is performed under limited supervision. Continuous supervision is exercised over assigned personnel.

  • Plans, coordinates, supervises, and participates in the work of an assigned crew in the repair, maintenance, or construction of municipal facilities and systems such as streets, utilities and drainage facilities, buildings and grounds, cemeteries, etc.
  • Performs or assists in performing more difficult repair and construction tasks.
  • Inspects work in progress to ensure conformance with instructions.
  • Makes and adjusts work assignments; schedules work projects.
  • Requisitions necessary equipment and materials; maintains inventory of materials and supplies.
  • Responds to citizen inquiries and complaints.
  • Ensures adherence to all safety requirements and policies.
  • Assists with the recruitment and selection of department personnel; assigns, directs, trains and inspects the work of staff; rewards, disciplines, coaches, counsels and evaluates staff performance; develops staff schedules; recommends transfers, promotions, suspensions, terminations, and demotions.
  • Supervises and participates in the operation of trucks, tractors, backhoes and other equipment in connection with assigned tasks.
Minimum Education and Experience:
  • High school diploma or GED and moderate experience in public works facilities maintenance, repair, and construction including some supervisory experience, or equivalent combination of education and experience.
Licenses and/or Certifications:
  • Possession of a valid commercial driver's license in the Commonwealth of Virginia.
  • May require possession of or ability to obtain specific licenses and/or certifications depending on departmental assignment.
Knowledge, Skills & Abilities:
  • Knowledge of streets drainage, buildings, grounds, utilities, landscape areas and related construction, maintenance and repair procedures.
  • Knowledge of the safe use, operation, and preventive maintenance of the equipment to which assigned.
  • Knowledge of the occupational hazards and safety precautions of the work.
  • Skill in the use of equipment to which assigned.
  • Understand and follow specific oral instructions.
  • Perform manual labor for extended periods, often under unfavorable weather conditions.
  • Comprehend moderately detailed policies and procedures.
  • Supervise the work of subordinates.
  • Establish and maintain effective working relationships with associates and the general public.
Work Environment:
  • Work regularly requires exposure to outdoor weather conditions, frequently requires exposure to wet, humid conditions (non-weather), working near moving mechanical parts and exposure to fumes or airborne particles and occasionally requires exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office with typewriters and/or computer printers, light traffic).
Essential Physical Activities:
  • This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires repetitive motions, frequently walking and reaching with hands and arms and occasionally requires standing, sitting, speaking or hearing, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has no special vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
