Job summary

The City of Hutchinson, Kansas is seeking an experienced Utility Billing Office Manager to lead the Utility Billing Department. You will supervise staff, manage billing operations, and ensure accurate meter reading and timely billing in a fast-paced municipal setting.

Key responsibilities include directing budgeting, updating policies, handling customer disputes, and coordinating with Public Works for location taps. A strong background in billing and supervisory experience is essential.

Qualifications

• Bachelor's degree in business administration or related field.
• Four years of responsible experience in billing or customer account management.
• Three years of supervisory experience preferred.
• Valid Kansas Driver's License with acceptable driving record.

Responsibilities

• Oversee operations of the Utility Billing Department, including billing and collection.
• Supervise, direct, and evaluate assigned staff; conduct performance appraisals.
• Plan and direct utility billing operations and prepare the annual budget.
• Maintain and update utility billing policies and procedures.
• Ensure accuracy of meter reading and related databases for timely billing.
• Address billing disputes and customer service issues; resolve escalated complaints.
• Coordinate with city engineers and Public Works on taps for new locations.
• Provide information to establish utility billing rates for water, sewer, and refuse.
• Maintain the Utility Billing webpages and communicate service announcements.
