Job description

You will play a crucial role in examining all facets of transportation construction projects. This involves collaborating with contractors and surveyors to verify grades, elevations, and the layout of structures and roadways. Your responsibilities will also include assessing the placement of various materials, such as cement concrete, bituminous concrete, and drainage systems. Furthermore, you will perform visual compaction tests on sub-surface layers, soils, and aggregates. Effective project management will require interaction with department staff, as well as federal, state, and local agencies, including legislators and the public. Additionally, you will maintain a master diary, carry out calculations, estimate quantities and costs, and ensure that all project documentation is accurately completed, whether manually or electronically.

The role encompasses a variety of responsibilities, including addressing field issues as they arise. Key tasks involve capturing photographs, preparing or reviewing sketches, and compiling inspection review summaries. It is essential to document and verify the work completed by contractors while actively engaging as a member of the inspection team, adhering to the guidelines outlined in the Project Office Manual and Publication 408. The position also requires generating reports to maintain project records, interpreting results to monitor progress and schedules, and tracking material quantities and testing through both manual and computerized methods. Additionally, the responsibilities include drawing sketches, noting changes in field plans, and maintaining detailed inspection progress and quality control reports. Ensuring compliance with all relevant regulations, policies, and procedures is crucial, along with attending mandatory environmental training and implementing effective environmental practices. Other related duties concerning the inspection of work and materials on highway construction projects may also be assigned.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • You will work closely with vendors and work hours may change based on vendor availability.
  • Schedule may be subject to change due to seasonal/operational needs
  • Telework:You may have the opportunity to work from home (telework) part-time, on an ad-hoc basis, with managers approval. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Bridgeville.
  • Salary:In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Three years of experience in highway or bridge surveying, design, construction, or inspection work; or
  • Three years of experience in quality control of materials or building or construction industry experience, which includes reading and interpreting blueprints, plans, or schematics; or
  • One year as an Engineering Technician (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years as a Transportation Technician or Construction Cost Technician 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration);or
  • One year of construction inspection experience, and an associate’s degree in civil engineering, mechanical engineering, geotechnical engineering, surveying engineering technology, or a closely related engineering technology;or
  • An equivalent combination of experience and training.
Special Requirement:
  • This position requires possession of an active non-commercial Pennsylvania Class C Driver’s License or equivalent.
