DESCRIPTION OF WORK

In this position, you will be responsible for verifying the precision of all testing procedures in accordance with Pennsylvania Test Method (PTM) protocols and relevant standards set by the American Association of State Highway Transportation Officials (AASHTO) and the American Society for Testing and Materials (ASTM). You will also ensure the correctness of laboratory reports. Additionally, you will monitor shipments to confirm that the quality of delivered materials complies with specifications, ensuring that weigh slips accurately reflect the quantities shipped.

Daily responsibilities include ensuring transportation projects adhere to all relevant regulations, policies, and procedures in an efficient and cost-effective manner. Support is available for evaluating project materials at construction sites and district offices, either on-site or remotely. This involves verifying records for compliance with source approvals, certification requirements, quantities, and sampling/testing standards. Equipment calibration from both the Department and vendors, including scales and testing instruments, is also confirmed. Further, product design procedures are assessed, and hands-on Local Acceptance (HOLA) testing is conducted as necessary.

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • You will work closely with vendors, and work hours may change based on vendor availability.
  • Schedule may be subject to change due to seasonal/operational needs.
  • Telework: You may have the opportunity to work from home (telework) part-time, on an ad-hoc basis, with manager’s approval. To telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If unable to telework, you will have the option to report to the headquarters in Bridgeville.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Qualifications:

  • Three years of experience in highway or bridge surveying, design, construction, or inspection work; or
  • Three years of experience in quality control of materials or building/construction industry, including reading and interpreting blueprints, plans, or schematics; or
  • One year as an Engineering Technician (or equivalent Federal job title); or
  • Two years as a Transportation Technician or Construction Cost Technician 1 (or equivalent Federal job title); or
  • One year of construction inspection experience, with an associate's degree in civil engineering, mechanical engineering, geotechnical engineering, surveying engineering technology, or a related field; or
  • An equivalent combination of experience and training.

Special Requirement: Possession of an active non-commercial Pennsylvania Class C Driver's License or equivalent.
