Job summary

Cherokee Federal seeks a Manager, Total Rewards to lead design, governance, and improvement of the total rewards portfolio, including compensation, benefits, and leave. The role balances market competitiveness with cost allowability within a federal contracting framework and partners across HR, Payroll, Finance, Contracts, Legal, and leadership.

This working manager position combines strategy with hands-on execution, ensuring pay and benefits compliance while supporting winning contract

Qualifications

• Bachelor’s degree in HR, business, finance or related field.
• Minimum of five (5) years of progressive compensation experience.
• Experience administering benefits and leave programs in a multi-state employer.
• Working knowledge of FLSA, ERISA, ACA, HIPAA, COBRA, FMLA, and ADA.
• Advanced Excel skills including data modeling, lookups, pivot tables, and cost analysis.
• Experience with Oracle HCM Cloud.
• Proven ability to handle confidential information.
• Strong written and verbal communication skills.
• Ability to navigate complex federal regulatory framework.
• Must be a U.S. Citizen or authorized to work in the United States.

Responsibilities

• Own the enterprise compensation structure, including job architecture, leveling, salary grades and ranges, FLSA classification, and governance.
• Lead the annual compensation cycle covering merit, promotion, and incentive planning, budget modeling, manager guidance, and communications.
• Price roles against market data and adjust structure; handle offers, equity reviews, and retention actions.
• Conduct pay equity analyses and ensure compliance with wage determinations and cost allowability.
• Maintain compensation data in Oracle HCM Cloud with HRIS partnership.
• Coordinate plan administration with CNB and oversee retirement plan operations.
• Oversee leave programs (FMLA, ADA, USERRA), and manage third-party leave admin and reporting.
• Oversee wellness and recognition programs; measure participation and effectiveness.
• Ensure compliance with ERISA, ACA, HIPAA, COBRA, FMLA, ADA; support audits.
• Lead due diligence for M&A and integration; supervise total rewards team.
