Job summary

Cherokee Federal is seeking a Total Rewards Manager in Tulsa to lead design, governance, and continuous improvement of the total rewards portfolio, including compensation, benefits, leave, wellness, and recognition, within a federal government contracting environment.

You will partner with HR, Payroll, Finance, Contracts, Legal, and leadership to ensure programs support winning contracts while staying compliant with OFCCP, ERISA, and applicable laws; this is a working manager role with hands-on

Qualifications

• Bachelor's degree in HR, Business Administration, Finance, or related field.
• Minimum of five (5) years of progressive compensation experience.
• Experience administering benefits and leave programs in a multi-state employer environment.
• Working knowledge of FLSA, ERISA, ACA, HIPAA, COBRA, FMLA, and ADA.
• Advanced Excel skills, including data modeling, lookups, pivot tables, and cost analysis.
• Experience with an enterprise HCM system and its compensation or benefits modules.

Responsibilities

• Own the enterprise compensation structure, including job architecture, leveling, salary grades and ranges, FLSA classification, and job description governance.
• Lead the annual compensation cycle covering merit, promotion, and incentive planning, budget modeling, manager guidance, and employee communications.
• Price roles against market survey data and recommend structure adjustments; serve as escalation point for offers, internal equity reviews, and retention actions.
• Conduct pay equity analyses and ensure pay practices align with wage determinations, collective bargaining agreements, and cost allowability standards.
• Coordinate with CNB on plan administration and open enrollment; oversee retirement plan operations with the recordkeeper and Finance.
• Provide information on performance, cost, and RFP activity; model benefits costs to support fringe rate development and contract pricing.
• Oversee the enterprise leave program including FMLA, ADA accommodations, military and USERRA leave, and state/local mandates.
• Oversee wellness and recognition programs end to end, including design, budget, platform administration, and award fulfillment.
• Ensure total rewards programs comply with ERISA, ACA, HIPAA, COBRA, FMLA, ADA, GINA, and applicable laws.
• Lead total rewards due diligence for M&A, including integration plans and wage determination considerations.
• Supervise, coach, and develop the total rewards team; deliver reporting and educate managers and employees on pay and benefits.
