Job summary

Norfolk State University seeks a grant budgeting professional to build and revise narratives in line with approved plans and federal guidelines. The role collaborates with Grants and Contracts Accounting to ensure budget changes are accurately reflected in the accounting system and performs monthly workbook reviews.

Responsibilities include reconciling expenditures, recommending re-budgeting, and preparing DOE budget revisions.

Qualifications

  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field.
  • 2–4 years of experience in grant budgeting, accounting, or financial analysis (higher education or public sector preferred).
  • Strong analytical, communication, and documentation skills; detail-oriented with high integrity.

Responsibilities

  • Build, maintain, and revise grant budget narratives aligned with approved plans and Federal guidelines.
  • Collaborate with Grants and Contracts Accounting to ensure budget modifications are reflected in University Accounting System.
  • Reconcile expenditures to ensure charges are allocable to approved plans and current grant year; follow up for adjustments.
  • Recommend re-budgeting based on quarterly budget reviews.
  • Perform monthly workbook reviews and produce budget revision requests for DOE submission.
  • Review expenditure requests for allowability, allocability, reasonableness, and consistent treatment per 2 CFR Part 200 and EDGAR; maintain audit-ready documentation; manage time and effort reports.
  • Collaborate to set up new awards and closeout grants at year-end.
  • Provide monthly spending and expenditure forecast reports.
  • Generate financial reports showing historical award and expenditure information.
  • Submit DOE required reports after review and entry of budgetary information.

Job description

  • Works with activities to build, maintain, and revise grantbudget narratives that align with the approved plan and Federalguidelines.

  • Reconciles expenditures to ensure all charges are allocable tothe approved plans and current grant year and follow-ups with theappropriate stakeholders to ensure adjustments are made for illcharged expenditures.
  • Recommends re-budgeting based on quarterly budget reviews.
  • Performs monthly workbook reviews.
  • Compiles and completes budget revision requests for submissionto DOE.
  • Reviews expenditure requests to ensure all costs are allowable,allocable, reasonable, and consistently treated per 2 CFR Part 200(Uniform Guidance) and EDGAR. Maintains complete audit-readydocumentation. Reviews, reconciles, and maintains time and effortreports to ensure reported time and effort align with the approvedplan.
  • Collaborates with Grants and Contracts Accounting to set up newawards and closeout grants at the end of the grant year.
  • Provides monthly spending and expenditure forecastreports.
  • Generates financial reports that provide historical award andexpenditure information throughout the grant performanceperiod.
  • Requests, reviews, and enters budgetary information for DOErequired reports.
Education

Bachelor’s degree in Accounting, Finance, Business Administration,Public Administration, or related field.2–4 years of experience ingrant budgeting, accounting, or financial analysis (highereducation or public sector preferred).

Preferred Qualifications
  • Ability to work independently and collaborate with a team.
  • Working knowledge MS Office 365 with a proficiency in MS Excel(pivot tables, lookups. etc.).
  • Working knowledge of Uniform Guidance (2 CFR 200) and EDGARrequirements.
  • Strong analytical, communication, and documentation skills;detail-oriented with high integrity.
  • Proficient in navigating Colleague Financials.

Salary Range: $60,000 - $70,000
