Norfolk State University is seeking a grant budget specialist to build, maintain, and revise grant budgets that align with approved plans and Federal guidelines. The role collaborates with Grants and Contracts Accounting to ensure modifications are entered in the University Accounting System and reconciles expenditures to current grant years.
The ideal candidate will have a Bachelor’s degree in accounting, finance, or related field and 2–4 years’ grant budgeting or financial analysis experience,
Works with activities to build, maintain, and revise grant budget narratives that align with the approved plan and Federal guidelines. Collaborates with Grants and Contracts Accounting to ensure budget modifications are done in the University Accounting System. Reconciles expenditures to ensure all charges are allocable to the approved plans and current grant year and follow-ups with the appropriate stakeholders to ensure adjustments are made for ill charged expenditures. Recommends re-budgeting based on quarterly budget reviews. Performs monthly workbook reviews. Compiles and completes budget revision requests for submission to DOE. Reviews expenditure requests to ensure all costs are allowable, allocable, reasonable, and consistently treated per 2 CFR Part 200 (Uniform Guidance) and EDGAR. Maintains complete audit-ready documentation. Reviews, reconciles, and maintains time and effort reports to ensure reported time and effort align with the approved plan. Collaborates with Grants and Contracts Accounting to set up new awards and closeout grants at the end of the grant year. Provides monthly spending and expenditure forecast reports. Generates financial reports that provide historical award and expenditure information throughout the grant performance period. Requests, reviews, and enters budgetary information for DOE required reports.
Education: Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field. 2–4 years of experience in grant budgeting, accounting, or financial analysis (higher education or public sector preferred).
Preferred Qualifications: Ability to work independently and collaborate with a team. Working knowledge MS Office 365 with a proficiency in MS Excel (pivot tables, lookups. etc.). Working knowledge of Uniform Guidance (2 CFR 200) and EDGAR requirements. Strong analytical, communication, and documentation skills; detail-oriented with high integrity. Proficient in navigating Colleague Financials.
Salary Range: $60,000 - $70,000
