Job summary

Commonwealth of Massachusetts, Executive Office of Technology Services and Security (EOTSS), is seeking a Technical Recruiter to partner with managers in identifying, engaging, and hiring talented technology professionals across the enterprise IT organization.

The role requires building strong candidate pipelines, developing sourcing strategies, and guiding stakeholders through the hiring process. Hybrid schedule with in-office and remote work as needed.

Qualifications

• Three or more years of full-cycle recruitment experience, preferably for technical roles.
• Experience sourcing software developers, IT infrastructure, cybersecurity, and other technology staff.
• Ability to manage multiple requisitions with competing priorities in a fast-paced environment.

Responsibilities

• Manage a heavy requisition load for full-time and contract tech roles.
• Conduct intake with hiring managers to define job requirements and candidate profiles.
• Develop sourcing strategies via LinkedIn, job boards, networks, and events.
• Review job requirements with managers to refine descriptions for clarity and SEO.
• Engage passive candidates through direct outreach and networking.
• Screen resumes, conduct phone interviews, and assess fit against role needs.
• Present qualified candidates and provide hiring insights to managers.
• Coordinate interview schedules and collect candidate feedback promptly.
• Maintain recruitment docs in ATS and reporting tools; track status.
• Represent the organization at career fairs and events to build pipelines.
