Job summary

The City of New York’s DEP seeks a Project Manager to serve as the TOC Specialist for the CBC Division at our Queens HQ. You will manage task order contracts, develop scopes, estimates, and schedules, and coordinate with engineering, budget, procurement, and legal teams to ensure timely, on-budget performance.

This position requires permanent civil service status as a Project Manager and a strong background in contract management and compliance within a large capital program.

Qualifications

• Baccalaureate degree in engineering, engineering technology, architecture, construction management, urban planning, or related field with one year of project management experience.
• Alternatively, four-year high school diploma with five years of related experience as described in (1).
• Credit given for each 30 semester credits toward a baccalaureate degree.

Responsibilities

• Manage the full lifecycle of Task Order Contracts supporting engineering, design, and construction management services.
• Develop task order scopes of work, cost estimates, and schedules with technical leads and project managers.
• Facilitate procurement processes including solicitation, evaluation, and negotiation of task orders.
• Ensure all task orders comply with contractual, legal, and organizational requirements.
• Monitor task order budgets, schedules, deliverables, and performance metrics.
• Track and report contract status and expenditures for senior management and stakeholders.
• Review invoices, change requests, and contract modifications for accuracy and compliance.
• Coordinate with internal departments to resolve issues and align with program objectives.
• Maintain up-to-date documentation and reporting in contract management systems.
• Support continuous improvement of contract management processes and templates.
