Job summary

NYC Department of Environmental Protection seeks a Project Manager to serve as the Task Order Contract (TOC) Specialist for the CBC Division, overseeing scopes, budgets, schedules, and compliance for a portfolio of major engineering and construction contracts in New York City.

The role demands strong contracting knowledge, procurement experience, and proven ability to coordinate with engineering, budget, and legal teams within a large public works program.

Qualifications

• Bachelor's degree and one year of full-time project management experience in engineering/architecture or related field.
• Or a four-year high school diploma with five years of relevant project management experience.
• One year of credit for 30 college credits toward a bachelor's degree in a related discipline.

Responsibilities

• Manage the full lifecycle of Task Order Contracts for engineering, design, and construction services.
• Develop task order scopes of work, cost estimates, and schedules with technical leads.
• Facilitate procurement processes including solicitation, evaluation, and negotiation.
• Ensure task orders comply with contractual, legal, and organizational requirements.
• Monitor budgets, schedules, deliverables, and performance metrics.
• Track and report contract status and expenditures to senior management.
• Review invoices, change orders, and contract modifications for accuracy.
• Coordinate with engineering, budget, procurement, and legal teams to resolve issues.
• Maintain up-to-date documentation and reporting in contract systems.
• Support continuous improvement of contract management processes and templates.
