Job summary

The North Carolina Department of Health and Human Services (DHHS) seeks an Agency HR Manager II to lead recruitment and onboarding strategy across divisions and facilities, designing programs and policies to build a comprehensive talent pipeline and NEOGOV OnBoard modules.

You will supervise a team, train HR staff, analyze metrics, and ensure effective recruitment activities including advertising, career fairs, referrals and third-party assistance, with a hybrid work option of two onsite days.

Qualifications

• Bachelor's degree in Human Resources or related field and at least 5 years of HR experience, including 2 years in a leadership role.
• Experience recruiting and reporting using HR systems; familiarity with applicant tracking software.
• Excellent written and verbal communication skills and ability to analyze data and metrics.

Responsibilities

• Collaborate with leadership to understand recruiting needs and challenges.
• Develop strategies to attract the right talent and overcome roadblocks.
• Create project plans to implement recruitment initiatives and onboarding.
• Oversee recruiting strategies via advertising, events, referrals, internships, and third-party partners.
• Monitor data to ensure strategy effectiveness and improve metrics.
• Lead teams implementing recruitment strategies across DHHS.
• Train recruiters, HR managers, and hiring managers on best practices.
• Administer NEOGOV modules, including OnBoard.
• Manage recruitment and onboarding procedures and support retention efforts.
