Qualifications

• Active Interim Secret Clearance with ability to obtain/maintain Secret clearance.
• US Citizenship required.
• Bachelor’s degree in business or technical field or equivalent.
• Associates + 2 yrs or HS diploma + 4 yrs experience in lieu of degree.
• 10+ years in engineering/science management, operations research, or defense programs.
• Significant Navy program or fleet operations experience.
• Willingness to adopt digital tools (SharePoint/Teams/Power Platform).
• Proficient with MS Office (Word/Excel/PowerPoint/Outlook/Teams).
• Strong customer, interpersonal and organizational communication skills.

Responsibilities

• Draft, review, and manage transition agreements between PMS 397, PMS 396, NAVFAC, CNIC, and local TRFs.
• Ensure TRF operations alignment with dry docks, refit availabilities, cycles, and sustainment needs.
• Verify resources and set up on-site support contracts at TRFs.
• Adopt and configure digital platforms to optimize workflows and standardize processes.
• Ensure POM requirements and out-year budgeting for transition into in-service.
• Incorporate lessons learned from other Program Offices into OHIO-CLB transition plans.
• Liaise with NAVSEA, NAVFAC, CNIC and external stakeholders including Planning Yards and TYCOMs.
