Job summary

Overland Contracting Inc. is seeking a Workforce Development Leader to design, launch, and scale apprenticeship programs supporting regional construction needs.

You will connect operations, HR, and external partners to build sustainable talent pipelines for skilled trades. The role requires extensive experience in workforce development, program design, and stakeholder management, with a focus on building scalable training across the region.

Qualifications

• Bachelor's degree and trades certification; 13–15 years of relevant experience.
• 8–10+ years aligned experience in workforce development or construction.
• Demonstrated experience in stakeholder engagement across government, education, and industry.
• Knowledge of training program design, apprenticeship pathways, and education institutions.
• Proficiency with workforce systems and processes.
• Strong communication, facilitation, and coalition-building skills.
• Experience leading workforce development within skilled trades and construction industries.
• Understanding of adult learning methodologies and credentialing.
• Experience managing training budgets or grant-supported programs.
• Ability to collaborate with executives, HR, and operations.

Responsibilities

• Lead design and implementation of regional workforce development, apprenticeship, and craft training programs.
• Develop scalable talent pipelines across skilled trades and construction roles.
• Partner with leadership to align initiatives with long-term workforce planning and project demand.
• Set up apprenticeship and craft development programs for multiple projects across the region.
• Support labor readiness through recruitment, onboarding, mobilization, and training.
• Collaborate with Labor Relations to ensure alignment with site requirements and regulations.
• Oversee all registered apprenticeship programs across states and occupations.
• Serve as liaison with US DOL, NCCER, and state agencies.
