Job summary

Overland Contracting Inc. seeks an experienced OCI Craft Workforce Development Leader to design, launch, and scale regional apprenticeship and training programs supporting construction projects across multiple states.

You will serve as a strategic link between operations, HR, and external partners to build sustainable talent pipelines for skilled trades. You will oversee DOL‑approved apprenticeship programs, IRA compliance, and program governance while partnering with education institutions,

Qualifications

• Bachelor's degree required; trades certification; 13–15 years of relevant experience.
• Strong communication, facilitation, and coalition-building skills.
• Experience leading workforce development, apprenticeship programs, and education partnerships.
• Proficiency with workforce systems, budget management, and governance.

Responsibilities

• Design, launch, and scale regional workforce development and apprenticeship programs for OCI projects.
• Partner with executives, HR, and operations to align programs with long-term planning and demand.
• Oversee registered apprenticeship programs across multiple states and occupations.
• Serve as liaison with Dept. of Labor, NCCER, and state agencies; ensure IRA compliance.
