Job summary

Planned Systems International, Inc. is seeking a Senior Project Manager to lead the TLS portfolio for VA IETSS, driving delivery across testing and QA initiatives. You will manage a team of Project Managers, align resources, and partner with VA stakeholders to optimize performance.

The role requires strategic leadership, strong governance, and hands-on execution to deliver complex technology programs on time and within scope in a hybrid work environment.

Qualifications

• Bachelor's degree or equivalent education and experience.
• 8+ years progressive project/program/portfolio management, 5+ years leading PMOs.
• Proven success building and leading high-performing PM teams.
• Experience managing complex technology portfolios with planning and dependencies.
• Experience establishing PM standards, governance, metrics, and reporting.
• Strong strategic thinking, leadership, facilitation, and stakeholder management.
• Ability to balance customer priorities with delivery risk and resources.

Responsibilities

• Lead portfolio planning and resource alignment across TLS with alignment to complexity, risk, workload, and stakeholder requirements.
• Maintain visibility into demand, capacity, dependencies, and priorities; advise leadership on staffing and optimization.
• Identify opportunities for earlier PM engagement to improve planning, risk management, and delivery outcomes.
• Provide direct leadership and development for a team of Project Managers; coaching and mentorship.
• Establish scalable PM standards, governance practices, tools, and templates.
• Monitor project health, risks, issues, milestones; intervene and propose actionable solutions.
• Partner with testing leads to align schedules, testing activities, and readiness.
• Deliver portfolio-level reporting and insights to support decision-making and efficiency improvements.
• Build trusted relationships with VA stakeholders and cross-functional teams to align priorities.
