Planned Systems International (PSI) seeks a Senior Project Manager to lead the Testing Logistics Services portfolio for VA initiatives, overseeing a team of Project Managers delivering testing and QA across a diverse set of programs. The role requires strategic planning, resource alignment, and strong collaboration with government stakeholders to optimize delivery.

Competenze

Bachelor's degree in Business, Information Systems, Technology, Management, or related field; equivalent education and experience may be considered.
Minimum 8 years of progressive project, program, or portfolio management experience, including 5+ years leading Project Managers, PMOs, or comparable delivery teams.
Demonstrated success building, leading, and developing high-performing project management teams.
Proven experience managing complex technology portfolios, including resource planning, capacity management, prioritization, and dependency coordination across multiple initiatives.
Experience establishing project management standards, governance practices, performance measures, and reporting frameworks that improve delivery consistency and transparency.
Strong strategic thinking, leadership, coaching, facilitation, and stakeholder management skills, with the ability to translate complex or incomplete information into actionable recommendations.
Demonstrated ability to assess and mitigate delivery risks while balancing customer priorities, organizational objectives, and resource constraints.
Working knowledge of predictive, Agile, and hybrid delivery methodologies, with the ability to apply the appropriate approach based on project needs.
Exceptional verbal and written communication skills, including experience presenting portfolio status, risks, trends, and recommendations to senior leadership and government stakeholders.

Lead portfolio planning and resource alignment across Testing Logistics Services (TLS), ensuring project management support is aligned with project complexity, risk, workload, stakeholder requirements, and team strengths.
Maintain visibility into project demand, capacity, dependencies, and competing priorities, making recommendations to program leadership on staffing, assignments, and resource optimization.
Identify opportunities for earlier project manager engagement to improve planning, risk management, and delivery outcomes.
Provide direct leadership, performance management, coaching, and career development for a team of Project Managers.
Develop project management capabilities through mentoring, coaching, and knowledge sharing.
Foster accountability, sound judgment, and execution excellence across the team.
Establish and maintain scalable project management standards, tools, templates, and governance practices that support consistent execution across the portfolio.
Monitor project health, risks, issues, dependencies, and milestones, intervening early to address challenges and recommending actionable solutions to leadership.
Partner with testing leads and functional managers to align project schedules, testing activities, resource availability, and readiness criteria.
Deliver portfolio-level reporting and insights to support decision-making and improve operational efficiency.
Build trusted relationships with VA stakeholders, program leadership, and cross-functional teams to align priorities and delivery objectives.
Facilitate resolution of cross-project dependencies, conflicts, and resource challenges within established governance frameworks.
Leverage lessons learned, performance metrics, and stakeholder feedback to improve project management practices and delivery performance.
