Qualifications

  • Bachelor's degree or equivalent education and experience.
  • 8+ years progressive project/program/portfolio management, 5+ years leading PMOs.

Responsibilities

  • Lead portfolio planning and resource alignment across TLS with alignment to complexity, risk, workload, and stakeholder requirements.
  • Maintain visibility into demand, capacity, dependencies, and priorities; advise leadership on staffing and optimization.
  • Identify opportunities for earlier PM engagement to improve planning, risk management, and delivery outcomes.
  • Provide direct leadership and development for a team of Project Managers; coaching and mentorship.
  • Establish scalable PM standards, governance practices, tools, and templates.
  • Monitor project health, risks, issues, milestones; intervene and propose actionable solutions.
  • Partner with testing leads to align schedules, testing activities, and readiness.
  • Deliver portfolio-level reporting and insights to support decision-making and efficiency improvements.
  • Build trusted relationships with VA stakeholders and cross-functional teams to align priorities.

Overview

Planned Systems International (PSI) is seeking a Senior Project Manager to support the Department of Veterans Affairs (VA) Independent Enterprise Testing Support Services (IETSS) contract. IETSS provides independent testing, IV&V, and quality assurance services supporting the Electronic Health Record Modernization (EHRM) program and other critical VA modernization initiatives.

This role will lead the Testing Logistics Services (TLS) project management function, overseeing a team of Project Managers supporting testing engagements across a diverse portfolio of VA initiatives.

We are seeking a strategic, hands‑on leader who can drive consistent project delivery and optimize resources across the portfolio. This role aligns project management support with customer priorities, project complexity, delivery risk, and team capacity.

The successful candidate will partner with program leadership and government stakeholders to improve portfolio performance, provide actionable insights, and develop a high‑performing team of Project Managers. They will foster accountability, operational ownership, and the successful delivery of testing and quality assurance services.

Essential Functions and Job Responsibilities
Portfolio Strategy and Resource Alignment
  • Lead portfolio planning and resource allocation across Testing Logistics Services (TLS), ensuring project management support is aligned with project complexity, risk, workload, stakeholder requirements, and team strengths.
  • Maintain visibility into project demand, capacity, dependencies, and competing priorities, making recommendations to program leadership on staffing, assignments, and resource optimization.
  • Identify opportunities for earlier project manager engagement to improve planning, risk management, and delivery outcomes.
Team Leadership and Capability Development
  • Provide direct leadership, performance management, coaching, and career development for a team of Project Managers.
  • Develop project management capabilities through mentoring, coaching, and knowledge sharing.
  • Foster accountability, sound judgment, and execution excellence across the team.
Delivery Governance and Continuous Improvement
  • Establish and maintain scalable project management standards, tools, templates, and governance practices that support consistent execution across the portfolio.
  • Monitor project health, risks, issues, dependencies, and milestones, intervening early to address challenges and recommending actionable solutions to leadership.
  • Partner with testing leads and functional managers to align project schedules, testing activities, resource availability, and readiness criteria.
  • Deliver portfolio-level reporting and insights to support decision‑making and improve operational efficiency.
Customer and Leadership Partnership
  • Build trusted relationships with VA stakeholders, program leadership, and cross‑functional teams to align priorities and delivery objectives.
  • Facilitate resolution of cross‑project dependencies, conflicts, and resource challenges within established governance frameworks.
  • Leverage lessons learned, performance metrics, and stakeholder feedback to improve project management practices and delivery performance.
Minimum Requirements
  • Bachelor's degree in Business, Information Systems, Technology, Management, or a related field; equivalent education and experience may be considered.
  • Minimum 8 years of progressive project, program, or portfolio management experience, including 5+ years leading Project Managers, PMOs, or comparable delivery teams.
  • Demonstrated success building, leading, and developing high‑performing project management teams.
  • Proven experience managing complex technology portfolios, including resource planning, capacity management, prioritization, and dependency coordination across multiple initiatives.
  • Experience establishing project management standards, governance practices, performance measures, and reporting frameworks that improve delivery consistency and transparency.
  • Strong strategic thinking, leadership, coaching, facilitation, and stakeholder management skills, with the ability to translate complex or incomplete information into actionable recommendations.
  • Demonstrated ability to assess and mitigate delivery risks while balancing customer priorities, organizational objectives, and resource constraints.
  • Working knowledge of predictive, Agile, and hybrid delivery methodologies, with the ability to apply the appropriate approach based on project needs.
  • Exceptional verbal and written communication skills, including experience presenting portfolio status, risks, trends, and recommendations to senior leadership and government stakeholders.
