Job summary

Planned Systems International, Inc. (PSI) is seeking a Manager, Project Management to lead the TLS portfolio for the VA IETSS contract, guiding a team of Project Managers delivering testing and QA services across diverse VA initiatives.

The role emphasizes strategic portfolio planning, resource alignment, and governance, partnering with program leadership and government stakeholders to improve performance, drive accountability, and ensure on-time delivery.

Qualifications

• Bachelor's degree in a related field or equivalent education/experience.
• 8+ years of progressive project, program, or portfolio management experience.
• 5+ years leading Project Managers, PMOs, or comparable delivery teams.
• Proven success building, leading, and developing high-performing project management teams.
• Experience managing complex technology portfolios with resource planning and dependency coordination.
• Working knowledge of predictive, Agile, and hybrid delivery methodologies; able to apply approach based on project needs.
• PMP certification and strong leadership, communication, and stakeholder skills.

Responsibilities

• Lead portfolio planning and resource allocation across TLS to align with project complexity, risk, workload, and team strengths.
• Direct leadership, performance management, coaching, and career development for a team of Project Managers.
• Establish scalable PM standards, governance, and reporting; monitor health, risks, issues, and milestones; intervene early.
• Deliver portfolio-level reporting and insights to support decisions and improve efficiency.
• Build trusted relationships with VA stakeholders and cross-functional teams to align priorities and delivery objectives.
• Coordinate with testing leads and functional managers to align schedules, testing activities, and readiness criteria.
