Job summary

GovCIO is seeking a Technical Product Manager to oversee the full software development lifecycle for assigned products supporting the VA Office of Connected Care. This fully remote role can be located anywhere within the United States and requires strong Agile leadership and stakeholder collaboration.

Qualifications

• Bachelor's degree with 8+ years of experience.
• At least 6 years applying product and/or project management in healthcare or technical environments.
• Responsible for managing a product or suite from requirements through testing and release.
• Helped build products or complex feature sets from ground up to deliver on goals.
• Excellent presentation skills for executive communication (slides, decks).
• Strong in Agile Project Management methodologies and procedures.
• Proficient in Microsoft Excel, PowerPoint, and Jira.
• Bachelor’s degree and preferably master’s with additional certifications (PMP, ITIL, SAFe).

Responsibilities

• Manage the full software development lifecycle for assigned product(s).
• Facilitate strategy and prioritization discussions.
• Transform high-level vision into detailed action plans.
• Build and maintain the product roadmap with stakeholder input.
• Collaborate with engineering, design, data, QA and operations to ensure quality and delivery.
• Lead or support sprint planning, backlog refinement, and retrospectives with development teams.
• Ensure cross-functional communication to remove blockers and track progress.
• Partner with data teams to analyze usage and define KPIs.
• Foster agile best practices and drive execution discipline using Scrum Master knowledge.
• Coordinate with experts to define clear requirements meeting user needs.
• Manage multiple projects including planning, risk management, and status reporting.
• Lead meetings with cross-functional teams to achieve objectives.
• Conceptualize and advise on solution options to meet objectives.
• Work with strategic delivery partners, subcontractors, and vendors.
• Coordinate efforts across teams through frequent communication.
