Job summary

GovCIO is seeking a Senior Product Manager to own the delivery strategy for VA Telehealth products. You will lead cross-functional teams, manage roadmaps, and ensure release readiness across VA stakeholders and clinical users in a remote/enterprise setting.

The role requires 8+ years in product management, 3+ in senior roles, and strong Agile/Scrum expertise in regulated environments. Public Trust clearance eligibility is required.

Qualifications

• Bachelor's degree in a technical, business, healthcare, or related discipline.
• 8+ years of progressive product management experience, including at least 3 years in a senior or lead PM role with full end-to-end ownership of a complex, enterprise-level product.
• Track record of delivering in regulated, high-stakes environments where product failure has meaningful consequences.
• Strong working knowledge of Agile/Scrum practices at the team and program level, with demonstrated ability to evaluate delivery performance and advise on improvements.
• Experience managing or overseeing subcontracted or vendor development teams.
• Proven ability to navigate and influence senior stakeholders with executive-level reporting.
• Excellent written and verbal communication skills.
• Experience with backlog and delivery tools such as Jira or Azure DevOps.

Responsibilities

• Own the delivery strategy for an assigned telehealth product or product set, maintaining the roadmap in alignment with VA product vision and program goals.
• Serve as the primary point of accountability for product outcomes, including scope, quality, schedule, and stakeholder satisfaction.
• Translate complex operational needs into clear, prioritized product requirements with stakeholders.
• Guide subcontracted development teams to ensure sprint execution, backlog health, and release readiness.
• Advise on Agile best practices and delivery improvements across teams to address gaps in Scrum execution or velocity.
• Manage product planning artifacts—roadmaps, backlogs, release plans, and schedules—and keep stakeholders informed.
• Identify and escalate cross-team dependencies, risks, and blockers with the Program Manager.
• Coordinate with UX, integration, infrastructure, and help desk to ensure end-to-end readiness at release.
• Support product launches and change management with training and communications teams.
• Mentor junior Product Managers and Associate Product Managers.
