Job summary

City of Richmond seeks an HR Talent Acquisition Partner to lead end-to-end recruitment, build diverse candidate pools, and partner with department heads to align hiring with strategic goals.

The role requires strong knowledge of employment law, competency-based interviewing, and experience with NeoGov. You will drive proactive recruitment plans, mentor managers, and ensure a positive candidate experience across a 4,000+ employee public sector organization.

Qualifications

• Bachelor’s degree in HR, business, or public administration.
• 3+ years of professional recruiting experience.
• Knowledge of employment laws and recruitment best practices.
• Experience with competency-based interviewing and ATS usage.
• Strong communication and confidentiality skills.

Responsibilities

• Lead end-to-end talent acquisition process with strategic plans.
• Guide hiring managers on processes, policies, and compensation expectations.
• Source, pipeline, and engage qualified candidates via diverse channels.
• Manage candidate experience and onboarding process.
• Facilitate evaluations and interviews with stakeholder input.
• Partner across divisions to anticipate talent needs and support offers.
