Qualifications

• Experience providing direct oversight or supervision of procurement activities in a public sector or regulated environment.
• Knowledge of procurement law, including the Virginia Public Procurement Act, specification development, sourcing methodologies, negotiation, and contract management.
• Strong understanding of Freedom of Information Act (FOIA).
• Experience in developing internal procurement policies and procedures.
• Experience in best-practice contract management and administration principles.
• Experience in collaboration with state procurement authorities (DGS/VITA), senior leadership, and other stakeholders to resolve procurement issues and provide strategic guidance.
• Proficient in statewide electronic procurement systems, such as eVA.

Responsibilities

• The Sourcing Supervisor provides direct oversight and guidance; manages all components of procurement in full accordance with state laws, regulations, and established requirements, including those related to SWaM participation; provides measured, technically sound consultation to Central Office and facility leadership on matters affecting operational needs throughout DBHDS; and identifies opportunities for economies of scale and recommending enterprise wide solutions that support prudent stewardship of public resources.
