Job summary

Baltimore City Department of Social Services is seeking a seasoned procurement professional to oversee the Contracts and Procurement Unit. The role ensures that required goods and services are acquired to support program goals while maintaining compliance with Federal and State procurement laws and policies.

Responsibilities include supervising staff, managing contract modifications and renewals, and guiding purchasing activities. Familiarity with FMIS and eMaryland Marketplace is preferred.

Qualifications

• Eight years of experience in procurement, with four years in enterprise-wide interpretation and compliance with procurement laws, regulations, policies and procedures.
• Experience in soliciting, evaluating, negotiating and awarding contracts and managing procurement processes.
• Experience in private sector contracting or public sector procurement.
• Certification or coursework in procurement is preferred; substitutions allowed per agency guidelines.

Responsibilities

• Provides daily oversight and direction of staff who perform contact and procurement functions.
• Oversees the modification process of contracts, options to renew and renewal of current contracts.
• Oversees purchasing activities to acquire goods and services for the agency’s programs and administration.
• Ensures budgetary expenditures control codes are provided before processing requisitions and purchase orders.
