Job summary

The Maryland Department of Human Services (DHS) seeks a Procurement Officer II to supervise the Baltimore City Social Services Procurement Unit. This role ensures acquisition of goods and services in accordance with COMAR, State Finance, and DHS policies while supporting the agency's mission.

You'll lead a team through contract development from solicitation to award, review requisitions and POs in ADPICS, monitor budgets, and stay current on procurement regulations through meetings and training.

Qualifications

• Seven years of experience in contract management or procurement.
• Experience negotiating and awarding contracts and ensuring compliance with procurement laws.
• Bachelor’s degree or higher with relevant substitutions available.

Responsibilities

• Supervise procurement officers from development to contract execution.
• Review requisitions and purchase orders in ADPICS; ensure budget codes.
• Attend meetings on procurement procedures and regulatory updates.
• Ensure compliance with COMAR, State Finance and Procurement Articles.
