Job summary

The City of Shelby, NC is seeking a skilled professional to plan, develop, implement, and administer safety and risk management programs, policy development, and related activities under the Director of Human Resources, with performance measured by program effectiveness and regulatory compliance.

This role coordinates the safety program, conducts training for all City employees, and maintains confidential personnel records while coordinating audits, insurance renewals, and claims handling.

Qualifications

• Bachelor's degree with coursework in safety, education, business administration, or related field and considerable experience in occupational safety and health training, risk management, workers' compensation, human resources, or equivalent combination of education and experience.
• Possession of MESH, PS-MESH, and Advanced Safety certifications upon hire; OSHA Authorized General Industry Trainer within two years; Valid driver's license in North Carolina.

Responsibilities

• Coordinate the safety and risk management program for the City; advise management regarding safety and liability issues; prepare, update, and maintain the policies and procedures manual.
• Coordinate and conduct safety related training for all City employees; conduct safety orientation for new hires.
• Handle personnel records with confidentiality.
• Participate on the Central Safety Committee; lead facility and building safety audits; conduct work zone safety audits.
• Investigate, conduct research, compile information, and represent the City at legal hearings for Workers' Compensation and Property and Liability claims; submit claims to insurance; follow up on claims until closed or settled.
• Serve as the Designated Employer Representative (DER) for the City's drug testing program; schedule pre-employment, random, post-accident, and follow-up drug tests; collect and review pre-employment paperwork for accuracy and completeness, answers questions, and maintains testing records.
• Plans and coordinates various recognition and charitable programs and events such as Employee of the Year and the City's United Way campaign.
• Audits and maintains the City's property, vehicle, and equipment schedules for insurance; verifies property schedule; compiles, completes, and submits insurance renewals.
• Schedules Hepatitis B vaccinations and follow up tests for relevant staff.
• Provides administrative support for the department as needed; greets and directs visitors to the appropriate party; assists applicants; orders office supplies.
• Codes invoices from providers and other vendors; processes and codes claims payments; notifies directors when funds have been deposited.
• Prepares and submits various reports, correspondence, articles, etc.; maintains personnel and medical records in an accurate and confidential manner.
