Job summary

Harris County Toll Road Authority is seeking an experienced Senior Sourcing Manager to lead complex procurement initiatives from intake through award, ensuring compliant, strategic sourcing for infrastructure, engineering, technology, and operations.

You will collaborate with HCTRA stakeholders, manage competitive solicitations, and drive best-value decisions while aligning with county policies and federal requirements when applicable.

Qualifications

• Master’s degree in a directly related field and three years of relevant work experience, including two years of public procurement experience.
• Bachelor’s degree in a directly related field and five years of relevant work experience, including three years of public procurement experience.

Responsibilities

• Lead intake and procurement planning with HCTRA departments, defining scope, requirements, evaluation criteria, and timelines.
• Select and apply procurement methods (RFP, CSP, RFSQ, CMAR) under Texas Local Government Code Chapter 262.
• Develop complete sourcing packages—specifications, evaluation criteria, contractual requirements, postings, addenda, communications.
• Lead receipt, review, responsiveness checks, evaluation facilitation, clarification, and negotiation support for high-value procurements.
• Conduct market research, cost analyses, and risk assessments to support best-value decisions and total cost of ownership.
• Ensure sourcing actions comply with Texas Government Code and applicable federal regulations when required.
• Coordinate with Legal, Auditor, Risk, DEEO, and Purchasing leadership to address compliance risks and vendor issues.
• Mentor sourcing staff and improve templates, processes, and quality controls.
