Harris County Toll Road Authority is seeking a Program Manager to oversee large-scale infrastructure, tolling and technology programs. You will lead the strategic plan, develop best practices, and ensure on-time, on-budget delivery while coordinating internal teams, contractors, and external agencies.

Responsibilities include defining project methodologies, risk management, and performance reporting to senior leadership.

Qualificações

• Bachelor's degree in Business Administration, Computer Science or related field; professional experience may substitute for education.
• Valid Texas driver’s license and good driving record.
• Progressively responsible IT program/project management experience; knowledge of SDLC; familiarity with waterfall and agile methodologies; ability to explain complex technical topics to upper management.

Responsabilidades

• Develops and implements the program management strategic plan and processes to align multiple projects with the agency's vision.
• Applies standardized project management methodologies for repeatable delivery (definition, planning, risk management, control, change management).
• Assigns roles and coordinates workflows among staff, contractors, consultants, stakeholders, and outside agencies.
• Monitors schedules and budgets to ensure milestones are met on time and within budget; manages contract expenditures.
• Establishes best practices and mitigates risks; drives process improvements for timely outcomes.
• Serves as primary contact for the program; communicates progress to management, PMs, contractors, stakeholders, and agencies.
• Prepares comprehensive program performance and productivity reports for executive leadership.
