Job summary

The Harris County Toll Road Authority (HCTRA) seeks a Sourcing Specialist to oversee procurement for multiple departments in Houston. You will develop scopes of work for professional services, ensure compliance with procurement rules, and manage processes from inception to contract award.

Responsibilities include coordinating with Legal on contracts, managing amendments/renewals, and delivering presentations to stakeholders. Strong negotiation, analytics, and communication skills required.

Qualifications

• Bachelor's degree in Finance, Accounting, Government, Business, or related field.
• 1+ year of professional experience in procurement or finance.
• 2+ years for higher levels in procurement/finance; contract negotiation experience.
• Knowledge of procurement rules and compliance.
• Strong analytical and reporting abilities.

Responsibilities

• Develops and defines specifications for procurement methods (bid, best value, professional services, construction, RFP, RFQ).
• Manages solicitation process, vendor sourcing, evaluation matrices, bids, and awards; handles renewals/amendments.
• Coordinates with Legal; follows federal/state/local procurement rules and contracting processes.
• Provide exceptional customer service and resolve procurement issues.
• Delivers in-person and virtual presentations on procurement processes and activities.
