Harris County Toll Road Authority (HCTRA) seeks a Sourcing Specialist under the Procurement Manager to oversee and develop procurement efforts for HCTRA departments. You will draft scopes of work, ensure compliance with procurement rules, and manage the process from inception to contract award.

The role supports the Office of the County Purchasing Agent by handling amendments and renewals, with extensive internal and external collaboration. Strong negotiation and sourcing skills are essential.

Qualifikationen

• Bachelor's degree in Finance, Accounting, Government, Business or related field.
• 1+ year professional procurement/finance experience.
• 2+ years procurement/finance; 1+ year negotiation experience.
• 3+ years procurement/finance; 2+ years negotiation experience.
• 7+ years procurement/finance; 5+ years negotiation experience.

Aufgaben

• Develops specifications for procurement methodologies: bid, best value, professional services, construction, RFP and RFQ.
• Manages solicitation, vendor sourcing, evaluation matrix development, bid evaluation and award recommendations; renewals/ amendments.
• Coordinates with Legal; negotiates vendor contracts under federal, state and local rules.
• Provide exceptional customer service; anticipate and resolve procurement issues.
• Delivers in-person and virtual presentations on procurement activities.
