Job summary

The City of Houston's Finance Department, Strategic Procurement Division, seeks an experienced procurement professional to procure complex materials, equipment, services, and professional services on a competitive basis and to develop technical specifications.

You will manage solicitations, source vendors, develop evaluation matrices, review bids, and oversee contract compliance and administration, with emphasis on cost analyses, strategic sourcing, and performance tracking.

Qualifications

• Requires a Bachelor's degree and six years of purchasing experience.
• Experience with procurement analytics and cost analysis.
• Familiarity with vendor management and contract administration.

Responsibilities

• Develop and define specifications for procurement methodologies: qualified bid, best value, professional service, construction, RFP and RFQ.
• Manage the formal solicitation process, vendor sourcing, evaluation matrix development, bid evaluation and bid award recommendations.
• Coordinate and provide oversight of contract compliance and vendor performance.
• Responsible for contract administration including development of change orders, increases in spending authority, amendments to contract specifications and all elements of the contract.
• Research and stay updated on industry standards including key cost drivers affecting contracted pricing as well as supply and demand.
• Performs and oversees tasks related to overall contract administration, maintenance and management of active contracts, and compiles statistical data to facilitate current and future contract planning.
• Exhibits excellent customer service and communications skills.
• Identifies and recommends strategies and procedures to improve the procurement process.
• All other duties as assigned.
