Job summary

Dow in Houston, TX is seeking a Project Controls Lead to drive cost, schedule, and risk management across capital projects. You will join the Project Steering Team and work with engineers, construction, procurement and business stakeholders to integrate cost, schedule, risk forecasting and change management.

You will lead the Project Controls team, deliver accurate forecasts, ensure governance and data integrity, and provide actionable insights to improve project performance.

Qualifications

• Bachelor’s degree required; or 10+ years of relevant experience in lieu of a degree.
• At least 5 years in Project Controls, Engineering, Manufacturing, Construction, or related field.
• Strong leadership, communication, and stakeholder engagement skills.
• Ability to influence project teams without direct reporting line.

Responsibilities

• Lead the application of Project Controls processes, tools and best practices to improve cost, schedule and overall performance.
• Serve as the Project Controls leader on the Project Steering Team and advise project leadership.
• Provide leadership to Project Controls resources assigned to the project, ensuring capability and coverage across FEL, Detailed Engineering, and Construction.
• Monitor project workload demands and identify resource needs, escalating when additional support is required.
• Deliver accurate forecasting, cost reporting, schedule analysis and performance measurement.
• Complete Project Controls deliverables for monthly project reports, executive reviews and management requirements.
• Own the quality, consistency and integrity of all documents and deliverables produced by the Project Controls team.
• Develop and communicate meaningful project insights to proactively manage risks, opportunities and issues.
• Provide project status reporting, including forecasts for all stages to internal and external stakeholders.
• Support Independent Project Analysis (IPA) reviews and other project assurance activities as required.
• Oversee Change Management process and evaluate impacts to cost, schedule, scope and business objectives.
• Utilize performance metrics (Cost Competitiveness Ratio, Schedule Duration Ratio) to monitor project health and identify improvements.
• Establish and monitor Management Intervention Process thresholds and recommend corrective actions when performance deviates.
• Foster a culture of ownership, accountability, collaboration and continuous improvement.
