NC Department of Adult Correction is seeking a Procurement Specialist II to manage complex procurement and contracting activities focusing on technology, commodities, and professional services. You will work with internal stakeholders and vendors to secure high-quality, cost-effective goods and services in line with state policies.

The role emphasizes compliance, negotiation, and contract administration across the procurement lifecycle to support agency operations and strategic objectives.

Qualifications

• Bachelor’s degree in a relevant field and procurement experience or an equivalent combination.
• Knowledge of state procurement laws, regulations, and policies.
• Ability to analyze market conditions and negotiate favorable terms.

Responsabilités

• Develop, solicit, negotiate, award, and administer contracts for technology, commodities, and professional services.
• Review requisitions to determine appropriate procurement methods and ensure regulatory compliance.
• Prepare and manage procurement documents including RFPs, RFQs, RFIs, IFBs, MOAs, and purchase orders.
• Conduct market research, cost analyses, and bid evaluations to identify best-value solutions.
• Negotiate contract terms, pricing, service levels, and change orders.
• Coordinate procurement activities with leadership, end users, vendors, and state offices throughout the lifecycle.
• Monitor contractor performance and ensure contract compliance, addressing issues as needed.
• Maintain procurement records and provide guidance on processes and best practices.
