Job summary

Maricopa County Flood Control District is seeking a Procurement Manager to lead procurement operations, guide a team of professionals, and ensure integrity and compliance across professional services, construction, and capital equipment acquisitions.

You will serve as the primary liaison between the organization and external procurement agencies, oversee the full procurement process, and collaborate with internal stakeholders to meet needs and drive strategic initiatives.

Qualifications

• Three years of contract management, procurement, or purchasing.
• Bachelor’s degree in business administration, public administration, purchasing, supply chain management, or related field.
• CAPA certification within 6 months of hire.
• Two years of experience managing staff.
• Experience in a public or non-profit setting.
• Experience in Construction procurement and contract administration.
• Experience managing Job Order Contracts or Construction Manager at Risk contracts.

Responsibilities

• Supervises procurement staff, including planning, assigning, monitoring workloads and performance.
• Ensures efficient contract and procurement services with high customer satisfaction.
• Oversees solicitation, evaluation, award, and contract execution processes in compliance with codes.
• Provides technical guidance on contracting and contract administration to staff and management.
• Develops and maintains procedures, internal controls, and workflow processes.
• Represents the Flood Control District in procurement and contract matters.
• Coordinates with County departments and external stakeholders on complex issues.
