Job summary

Maricopa County's Flood Control District seeks a Procurement Manager to lead procurement operations, guide a team of professionals, and uphold the highest integrity standards.

You will liaison with external procurement agencies, ensure regulatory compliance, and oversee the full cycle of procurement across services, construction, supplies, and capital equipment, working with internal and external stakeholders to advance strategic goals.

Qualifications

• Three years of contract management, procurement, or purchasing experience.
• CAPA certification within 6 months of hire.
• Bachelor's degree in business administration, Public Administration, Purchasing, Supply Chain Management, or related field.

Responsibilities

• Supervises procurement staff, including planning, assigning, monitoring, and evaluating workloads, performance management, training, and hiring.
• Oversees contract solicitation, evaluation, award, contract execution, and approval processes; ensures purchasing compliance with the County Procurement Code and state statutes.
• Provides guidance and training on contracting, procurement, and contract administration for staff and management.
• Serve as the primary liaison with external procurement agencies and ensure regulatory compliance.

Full Pay Range: $65,000 - $104,500 annually

Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. This position is not eligible for overtime compensation.

In this position, you'll engage in every facet of procurement, encompassing professional services, construction, supplies, services, and capital equipment acquisitions. You'll also oversee and participate in every aspect of the procurement process, working closely with internal and external stakeholders to meet their needs and drive strategic initiatives.

We Require

• Three years of contract management, procurement, or purchasing
• Bachelor's degree in business administration, Public Administration, Purchasing, Supply Chain Management, Materials Management, or a related field
• Job-related experience may substitute for required education on a year-for-year basis

CAPA certification within 6 months of hire

We Also Value

• Two years of experience managing staff
• Experience in a public or non-profit setting
• Experience in Construction procurement and contract administration
• Experience managing Job Order Contracts or Construction Manager at Risk contracts

Job Contributions

• Supervises procurement staff, including planning, assigning, monitoring, and evaluating workloads, performance management, training, and hiring. Ensures efficient contract and procurement services, with a high standard of customer satisfaction.
• Oversees contract solicitation, evaluation, award, contract execution, and approval processes; ensures purchasing activities are conducted in compliance with the County Procurement Code, applicable state statutes, and department procedures.
• Provides technical expertise, guidance, and training regarding contracting, procurement, and contract administration for staff, management, project managers, engineers, contractors, and consultants.
• Maintains proficiency in contract and procurement functions and performs the duties of assigned staff as needed to ensure continuity of operations, meet critical deadlines, and maintain service levels.
• Develops, implements, and maintains procedures, internal controls, quality assurance standards, and workflow processes. Maintains consistency, compliance, efficiency, and quality.
• Serve as the Flood Control District's primary representative in all procurement and contract matters. Coordinates with County departments and external stakeholders, addresses complex procurement and contract issues, and provides guidance and recommendations to management.
• Performs other duties as assigned

Working Conditions

• Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
• Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly, or requires walking or standing to a significant degree
• Machines, Tools, Equipment, Software, and Hardware: ERP system for financial, budget, and procurement data, web-based databases, heavy Microsoft Word use, some Excel and PowerPoint use
