Job summary

Maricopa County is seeking a Procurement Manager to lead a team, drive compliance, and partner with vendors across professional services, construction, and capital equipment acquisitions.

The role requires building strong internal and external relationships, ensuring adherence to the County Procurement Code, and guiding staff through complex contracts while supporting strategic initiatives for a safer community.

Qualifications

• Three years of contract management, procurement, or purchasing experience.
• Bachelor’s degree in business administration, Public Administration, Purchasing, Supply Chain Management, or a related field.
• Job-related experience may substitute for education on a year-for-year basis.

Responsibilities

• Supervises procurement staff and manages workloads, training, and performance evaluations.
• Oversees procurement processes including solicitation, evaluation, award, and contract execution in compliance with procurement codes.
• Provides guidance and training on contracting, procurement, and contract administration.
• Ensures continuity of operations and meeting critical deadlines.
• Develops and maintains procedures, internal controls, and quality standards.
• Represents the Flood Control District in procurement matters and coordinates with stakeholders.
• Performs other duties as assigned.

About the Position

In this position, you'll engage in every facet of procurement, encompassing professional services, construction, supplies, services, and capital equipment acquisitions. You'll also oversee and participate in every aspect of the procurement process, working closely with internal and external stakeholders to meet their needs and drive strategic initiatives.

We Require

• Three years of contract management, procurement, or purchasing
• Bachelor’s degree in business administration, Public Administration, Purchasing, Supply Chain Management, Materials Management, or a related field
• Job-related experience may substitute for required education on a year-for-year basis

Other Requirements

CAPA certification within 6 months of hire

Job Contributions

• Supervises procurement staff, including planning, assigning, monitoring, and evaluating workloads, performance management, training, and hiring. Ensures efficient contract and procurement services, with a high standard of customer satisfaction.
• Oversees contract solicitation, evaluation, award, contract execution, and approval processes; ensures purchasing activities are conducted in compliance with the County Procurement Code, applicable state statutes,and department procedures.
• Provides technical expertise, guidance, and training regarding contracting, procurement, and contract administration for staff, management, project managers, engineers, contractors, and consultants.
• Maintains proficiency in contract and procurement functions and performs the duties of assigned staff as needed to ensure continuity of operations, meet critical deadlines, and maintain service levels.
• Develops, implements, and maintains procedures, internal controls, quality assurance standards, and workflow processes. Maintains consistency, compliance, efficiency, and quality.
• Serve as the Flood Control District’s primary representative in all procurement and contract matters. Coordinates with County departments and external stakeholders, addresses complex procurement and contract issues, and provides guidance and recommendations to management.
• Performs other duties as assigned

Working Conditions

• Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
• Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly, or requires walking or standing to a significant degree
• Machines, Tools, Equipment, Software, and Hardware: ERP system for financial, budget, and procurement data, web-based databases, heavy Microsoft Word use, some Excel and PowerPoint use
