Qualifications

• ACTIVE and MAINTAINED SECRET clearance.
• Bachelors degree in engineering, architecture, construction management, business, public administration, or related field.
• TEN (10) or more years of experience in large-scale capital program oversight, infrastructure planning, or military construction environments.
• Proven ability to synthesize complex construction/infra data into actionable recommendations for senior leaders.
• Strong communication skills for executive-level briefings and risk analyses.

Responsibilities

• Serve as a senior strategic advisor to executive leadership on MILCON and infrastructure capital programs.
• Support development of enterprise-level capital investment strategies integrating priorities and constraints.
• Oversee strategic assessment, synthesize program data into executive briefings and risk dashboards.
• Evaluate program risks and guide leadership on mitigation strategies to maintain portfolio alignment.
• Direct development of master schedules, sequencing strategies, and facility delivery plans across disciplines.
• Provide governance for program management plans, milestones, forecasts, and major decision points.
• Lead strategic engagement with DoD agencies, installation leadership, contracting offices, and partners.
• Establish enterprise-wide methods for risk analysis, schedule integrity, and capital planning.
