Job summary

Mace in New York is seeking an Interagency Agreement Coordinator to support the Hudson Tunnel Project by managing agreements with federal, state, and local agencies. You will ensure timely execution of interagency and third-party agreements to keep the project on schedule and compliant.

You will collaborate with legal, procurement, environmental and engineering teams to define scopes, costs, and schedules, while maintaining clear records and reporting to leadership.

Qualifications

  • Bachelor’s degree or higher in a relevant field as listed.
  • 5+ years in infrastructure projects in transit, rail, or large capital programs.
  • Experience managing interagency and third-party agreements on mega projects.
  • Strong understanding of public-sector delivery, regulatory frameworks and stakeholders.
  • Familiarity with utility coordination and right-of-way issues.
  • Ability to interpret contracts, technical documents, and legal agreements.
  • Excellent organizational, tracking, and documentation skills.
  • Strong communication and negotiation across multiple stakeholders.
  • Proficiency in project management and document management systems.
  • Familiarity with NY/NJ regulatory environments; PMP a plus.

Responsibilities

  • Coordinate development, negotiation, execution, and administration of interagency agreements with federal, state, and local agencies.
  • Maintain a comprehensive agreements register with milestones, approvals, and deliverables.
  • Collaborate with legal, procurement, environmental, and engineering teams to define scopes and schedules.
  • Ensure agreements align with funding, regulatory approvals, and grant conditions.
  • Monitor compliance, reporting obligations, and deadlines.
  • Identify and manage third-party agreements for utilities, railroads, and other affected parties.
  • Support scopes of work, cost estimates, and technical exhibits for TPA development.
  • Coordinate relocation or modification agreements for utilities impacted by construction.
  • Track third-party reviews to prevent delays and escalate issues as needed.
  • Serve as primary contact for agency partners and stakeholders regarding agreements.
