Job summary

ONR is seeking a Human Capital analyst to define needs, analyze HR policies, and design quality systems supporting organizational goals. The role emphasizes data collection, reporting, and stakeholder collaboration across departments in Arlington, VA.

Responsibilities include developing strategies, conducting surveys and analyses, and guiding workforce/workload assessments to influence leadership and employee behavior. Some travel may be required.

Qualifications

• Over three years of Human Capital analysis and support experience.
• Experience defining needs or problems and framing analysis for decision making.
• Ability to conduct analysis of current operational policies and processes.
• Experience working with multiple stakeholders in dynamic environments.
• Proven ability to develop surveys, interviews, and feasibility studies.

Responsibilities

• Define needs or problems and analyze current Human Capital policies and processes.
• Design and install total quality systems and support business process reengineering.
• Develop strategies aligning HR policies with ONR’s mission and goals.
• Collect and analyze data to create reports and informational products.
• Assist with technologies for diagnostics tools related to HCF framework.
• Produce research, reports, and analyses to influence leaders and employees.
