TikTok USDS Joint Venture LLC is seeking an enterprise-caliber HR Business Partner to support E-Commerce Business and E-Commerce Tech pillars within a highly secure, national-security oriented environment. You will partner with executives to translate business needs into scalable org designs and workforce plans.

In this role, you will conduct diagnostics, build future-state operating models, and lead executive coaching across matrixed teams.

Qualifications

• 5+ years as strategic HR Business Partner with org design experience involving technical/corporate assessments and scalable operating models.
• Proven transformation track record managing complex organizational changes related to restructuring, growth, or macro corporate transformation.

Responsibilities

• Serve as strategic HR partner to executives and security leaders to shape data-driven people strategies.
• Conduct diagnostics to identify structural pain points and bottlenecks across corporate and technical client lines.
• Identify root causes and implement scalable structural solutions for efficiency and performance.
• Design and evaluate engineering, security, and corporate org structures for matrix work scenarios.
• Develop roadmaps for change and realignments, including data isolation initiatives.
• Lead workforce segmentation and headcount modeling for long-term capacity planning.
• Coach leaders on navigating change and driving high-performing, matrixed teams.
• Partner with HR COE to deploy talent programs and total rewards structures.
• Navigate compliance and security frameworks with Legal and ER teams.
