Job summary

City of Cocoa Beach is seeking a Human Resources Director to plan, direct, and execute comprehensive HR strategies and risk management. The role reports to the City Manager and leads benefits coordination, labor relations, safety, and compliance across the organization.

Qualifications

• Bachelor's degree in human resources management, business or public administration.
• SPHR or IPMA certification preferred.
• 7 to 10 years of progressively responsible experience in public personnel administration and management.

Responsibilities

• Directs staff and activities for the Human Resources & Risk Management Department and manages personnel programs including employment, benefits, safety, labor relations and records.
• Administers and negotiates collective bargaining agreements; oversees disciplinary processes and performance evaluations.
• Prepares annual department budget and monitors funds; ensures compliance with federal, state, local laws and city ordinances.
